R468 459 (Level 9, per annum)

Requirements

    • Grade 12 / Matric plus NQF Level 7 qualification (SAQA recognised) in Supply Chain Management
    • 3–5 years’ experience at lower-managerial level
    • Valid driver’s licence (except persons with disabilities)
    • Skills & knowledge: problem solving & analysis, decision making, creativity, financial management, customer focus & responsiveness, communication, computer skills, people management, planning & organising
    • Knowledge of Public Service Acts, regulations & frameworks; policy analysis, development & interpretation; Treasury Regulations; SCM procedures; PFMA; Division of Revenue Act; Preferential Procurement Policy Framework Act

Duties

    • Manage district demand for goods & services: develop, facilitate approval of, and communicate the procurement plan; monitor goods/services delivery against the plan; oversee compilation of budget projections based on needs analysis; advise on procurement performance vs plan
    • Manage acquisition of goods & services: implement SCM policies, strategies & processes; procure via transversal contracts; consolidate requests for quotations; verify & advise on specifications; analyse quotations; issue purchase orders; approve received goods against specifications
    • Provide BAC secretariat: monitor BEC appointment guidelines; facilitate appointment & logistics of Bid Evaluation Committee; supply secretariat services; monitor BEC implementation
    • Conduct bids evaluation: facilitate & monitor evaluation of bids/quotations; define evaluation processes; ensure adherence to advertised criteria; verify captured bid data; prepare evaluation reports; facilitate bidder clearance; customise evaluation criteria as required
    • Maintain supplier database: facilitate supplier registration; liaise with CIDB on contractor/professional data; verify supplier & professional credentials
    • Manage resources (human, financial, equipment): monitor equipment utilisation; evaluate & appraise staff performance; provide capacity development; foster motivation & performance culture; manage discipline; issue job descriptions
