Salary

R896 436 (Level 11, all-inclusive remuneration package per annum)

Requirements

    • Grade 12 / Matric plus NQF Level 6 qualification (SAQA recognised) in Developmental Studies / Public Administration / Management
    • 5 years relevant experience in EPWP environment, including at least 3 years at junior-management level
    • Valid driver's licence (except persons with disabilities)
    • Skills & knowledge: Public Service Acts, regulations & frameworks; policy analysis, development & interpretation; PFMA & Treasury Regulations; strategic capability & leadership; problem solving & analysis; decision making; team leadership; creativity; financial management; customer focus & responsiveness; communication; computer skills; people management; planning & organising; conflict management

Duties

    • Monitor creation of work opportunities across sectors; coordinate & report on programmes/projects that maximise job creation using employment-intensive methodologies
    • Support Provincial Departments, Municipalities and SOEs in developing EPWP business plans and in implementing/monitoring Labour-Intensive Construction (LIC) projects
    • Report on and manage programmes/projects that create Green Jobs
    • Cooperate with partner organisations and consultants to ensure EPWP objectives are met
    • Analyse efficiency and effectiveness of EPWP projects and produce relevant reports
    • Monitor implementation of departmental EPWP projects
    • Develop EPWP monitoring strategies, plans and guidelines
    • Conduct site visits to validate beneficiary information and produce quarterly M&E reports
    • Manage capacity-building of stakeholders and public bodies: develop training schedules, deliver EPWP reporting training, facilitate M&E system training for implementing bodies
    • Conduct pre-audits across all EPWP sectors
    • Manage EPWP Data Hub: support data collection/collating, ensure correct EPWP-system reporting, analyse captured data, manage provincial data flow and processes
    • Manage and utilise resources (human, financial, physical) per directives and legislation; report on equipment utilisation
    • Evaluate, monitor and appraise subordinate performance; provide capacity development, maintain motivation and performance-management culture; issue job descriptions; manage leave
