Salary

R468 459 (Level 9, per annum)

Requirements

    • Grade 12 / Matric plus NQF Level 6 qualification (SAQA recognised) in Real Estate, OR NQF Level 7 qualification in Property Studies
    • 3 years supervisory-level experience in property-management environment
    • Valid driver's licence (except persons with disabilities)
    • Skills & knowledge: problem solving & analysis, decision making, creativity, financial management, customer focus & responsiveness, communication, computer skills, planning & organising
    • Knowledge of Public Service Acts, regulations & frameworks; policy analysis, development & interpretation; Government Immovable Asset Management Act 2007; Provincial Infrastructure Delivery Management System; Provincial Land Administration Act 1998; Spatial Planning and Land Use Management Act 2013

Duties

    • Manage residential accommodation: develop plans, allocate units, establish allocation committee, manage applications, update allocation register
    • Manage leases: administer lease agreements, prepare escalation reports, monitor tenant compliance, advise on terms & conditions
    • Manage rentals: monitor collection, advise tenants on fees, facilitate stop-order payments, analyse debit-order data, reconcile Persal reports, handle refunds & arrears recovery, negotiate payment arrangements, investigate refund cases
    • Manage rates, taxes & services: compile reports, inspect properties for correct billing, receive invoices, prepare payment requisitions, track submissions to finance, compile municipal-services expenditure reports, liaise with municipalities, monitor service-provider payments
    • Manage property inspections: develop inspection plans, verify state residential properties, detect early vacation/subletting, conduct pre-leasing inspections, compile upkeep reports, liaise with inspectorate for condition assessments
    • Provide & manage resources (human, financial, physical): supply budget inputs, monitor expenditure against operational plan, set targets, report on equipment utilisation, staff capacity-building, performance management, discipline, leave administration
